Permit rules

Before you start: permit rules

  1. 1Get your part-time work permit before your first shift, not after.
  2. 2A new employer means a new permit before you start there.
  3. 3Sign directly with the business named on its registration certificate, not through a staffing or dispatch agency.
  4. 4The permit is free. Nobody should charge you for it.
  5. 5Banned: construction sites, delivery and courier riding, designated driving, work through dispatch or brokers, work against public morals, and teaching conversation to children. Factory work needs TOPIK 4.

Warning signs in a job offer

If you see one of these, stop and check before you start.

01
They ask you to pay first
A fee, deposit, or training or uniform cost to get the job. Anyone recruiting workers is forbidden to take money from applicants.
Employment Security Act, art. 32
02
They want to keep your passport or residence card
No one may take your passport or residence card to hold you to a contract or a debt. Keep them yourself.
Immigration Act, art. 33-3
03
No written contract
They say a contract is not needed, or they will not give you a copy. You need it for your permit and as proof of what was agreed.
Fixed-term and Part-time Workers Act, art. 17
04
Cash only, no pay slip
Cash is not illegal, but every payday the employer must give you a pay slip showing how your pay was worked out. Without records, unpaid wages are hard to prove. Pay into your own bank account is safer.
Labor Standards Act, art. 48
05
An hourly wage below the minimum
Anything under 10,320 won an hour in 2026, whatever they call it.
Minimum Wage Act, art. 6
06
"You don't need a permit" or "start today"
Working without a permit can mean a fine, a departure order or deportation for you, and punishment for the employer. A real employer waits for your permit.

07
A penalty if you quit
A contract cannot fix a fine or damages in advance for quitting or breaking the contract.
